The first pass of the evaluation is nearly closed:

There is one task which would introduce a behaviour change, which would 
could become critical:

Although the db create command is called just once per project, a user 
could possibly create multiple projects during an evaluation.

the change to the existen db create would simplify this::

within a directory containing a schema directory:

schevo db create => creates myproject.db

Availability: immediately.
